Defroster upgrade / fix

Can you point me to a link(s) on TMC that discusses the fix that is being done on the defroster in the MS? I know that TM has a upgrade for the MS to improve the ability to defog and or defrost the windshield.

Is the fix being done at the factory in Fremont? Or just at the service centers?
