It's not a cat, it's a Panther. However, panther is just an all encompassing category name for leopards and jaguars. To determine which it is we'd have to assess its build, tail length and spots which distinguish the difference between leopards and jaguars. I would have to say this is a leopard simply based on what looks like are spots without spots, the latter (spots with spots) is a requirement for it to be a jaguar. More evidence is likely required (a better picture) for us to say with full certainty. It might be an ocelot, but I'm pretty confident it's not a cougar.
