Delivery Specialist refuses to give EC Type Approval Certificate for import

Hi TMC;

We're waiting on a brand new facelift P90D scheduled for delivery in European HQ Netherlands in about a month. Production is complete and since we are from Turkey, only way of us having a Tesla is importing through the "Other Europe" option and piciking it up from the Netherlands.

The thing is, Tesla needs to provide us with two documents for this to go through. Certificate of conformity and EC Type approval certificate for the Model S.

For the past 5 or so e-mails our DS has constantly been refusing to give out the EC Type Approval and our importer company (has well renowned references and is very experienced in importing cars) insists that without EC Type Approval certificate we can't import.

At the last e-mail DS forwarded us to a car dealership in Turkey stating that they have imported before and maybe I should contact them. Is that company the only one to get that certificate, making them a monopoly to import Teslas in Turkey?

I know Tesla is not a company like this and wouldn't be so low to grant a monopoly to a third party in a non-Tesla market. As far as I have researched online EC Type Approval certificate is a must for all EU countries too, not only Turkey.

Importer insists we need that document whereas the DS states getting a hold of pdf copy of that document will make me a dealer?

What are my options here? I'm sure someone here can help. We are in support of the direct sales model and we're trying to just buy one despite bearing all the risks of not having a service centre, no superchargers, picking up from another country, paying for transport etc.

Any help is appreciated. Thanks in advance.
