With the MY, since the demand is still outpacing supply, and because of the pressure to continue showing profits, California deliveries have so far tended to ramp up right at the end of each quarter. The farther away the delivery, the earlier in the quarter it's made, generally. That doesn't mean there are no cars going to California whatsoever for the first two-and-a-half months, but if you look at the delivery tracker and other threads here, you will see that the California (and particularly Bay Area) floodgates really open in the last two weeks.
Here is what I think the SA was saying: if you place a custom order in California, it is not likely to be placed into production until the end of the quarter, which would be December 2020 or March 2021. In January and April, they will have cars that were either shipped out of Fremont as excess inventory or were not delivered to the buyer for whatever reason.
