Did the Phone Call UI change to default to contacts?

I don't know when this changed but when I open up the Phone Call UI on my Tesla it always defaults to Contacts. I very rarely want this - I would prefer it default to recent calls. It used to do that but this seemed to change sometime in the last year. Or is this a setting that I can change?
