AMD indicates they are not the same:

Model S/X with 10 TFlops would be RDNA2 GPU (similar to Xbox One X I would guess - semi-custom CPU plus GPU on one chip)
Model 3/Y get Ryzen and Vega which is the same thing AMD offers on their PC APUs.

The CPU is the same, the 3/Y don't get the daughterboard with the 6600XT.
