Since the Model 3 Long Range has a black plastic wheel cover, so nobody can see what kind of wheel is behind,

    - I wonder if the $35k Standard Battery Model 3 will come with black 18-inch steel wheels? (to save cost)

Like police cars or other standard wheels offered by default by some car manufacturers.

    - If so, do you think that steel wheels would affect range or performance?

No, the top wheels are the standard wheels. It doesn't matter whether you have the standard battery or long range battery.

Not a chance. I doubt you'd ever see a plain steel wheel on a Tesla from the factory.

Even a base corolla doesn't have steel wheels. I think the industry is moving away from steel wheels, because from what I can tell they perform poorly in offset crash tests (the wheel doesn't deform and transmits most of the impact to the cabin).
