Door handle wont present on its own

Hi all,

Had a frayed wire for the opening switch, replaced the harness with a donor handle. everything works great. Reinstalled the handle and went to test the door, and the handle will not present on its own (unlock all doors, press to unlock, etc). It will present with the door wire is pulled, and functions normally when extended. It will open the door, and will cycle out further when the door is "open"... like from the "presented" length to the "open" length. It will also retract on its own with the rest of the handles when prompted for any reason (locking, driving, etc). Additionally, if I lock the car and the door handle retracts, and i hold the handle with my hand... then tug on it, the car door opens and the handle extends. it just wont extend automagically!

Why the heck wont it present on its own?

Some info:

Door panel is off, all plugs from door to door panel are disconnected.
New harness was given some additional electrical tape love, but doesnt seem to be affecting the handle
The protective rubber cover was toast, so I removed it, it is currently "naked"
