Driving Clean Assistance Program- Grant not rebate program

I recently found this grant program: Driving Clean Assistance Program, which is different from the rebate program. This is a $5,000 grant in order to purchase a EV. However, when I tried to apply, they said they are not recognized by Tesla. Apparently, if you purchase directly from Tesla manufacturer, they don't recognize the grant program. But if you purchase a used Tesla from another dealer, you can still apply for this grant. I know that Tesla will accept the Clean Vehicle Assistance Program, a similar grant program to the Driving Clean.

My question is does anyone know why Tesla does not accept the Driving Clean Assistant grant? or has anyone tried to use it when buying a tesla?
