I don't know the purpose but that is electrical conduit, not gas lines. It could be for EA, Tesla or somebody else. But not gas.

We see in one of pictures that every conduit goes to a different spot and get out of the ground and it looks like it would fit perfectly chargers in a parking lane. There is one conduit per parking space. I am not a pro, but I really think it is for electric car chargers. It is suspiciously not on Tesla website... Considering the state of the project, I am a little worried. I haven't seen anything that large for a non Tesla charger in Quebec (I haven't verified everywhere...) Since it is a road stop, I don't think level 2 charging makes sense... So level 3 charging for 20 parking space.
The facebook page of Halte 228 teased us by joining a facebook page called "voitures electriques" a day later.
Tesla and Circuit Electrique typically dont show up on the radar on any public webpages or websites in Canada. Electrify Canada usually always posts an application for funds and is displayed publicly on the nrcan website.
I am hoping when they update the Tesla Find Us website some new locations may be revealed or changed.

Tesla has updated their Supercharger Site Hosts list to show new areas in which the automaker is looking for businesses to host a Supercharger.

No proof, but apparently, someone said that they heard from a mobile service employee that it will also be available outside.
Rivière-du-Loup s currently down, so there's a gap of 347 km on the TC between Levis and St Leonard. Of course, Levis has also been having issues recently and is severely overloaded.

v3 in a parking garage in a large city. While not unheard of, it is kind of interesting. Seems like Tesla is moving away from the urban supercharger model almost entirely. Maybe reserving it for when the host site electrical isn't strong enough to support more power.

I did but not for long .. There are actually 12 SCv3 and ~4 x Tesla Non-SC and like ~6 x Tesla J1772. Lots of stalls..
