I imagine at some point, there will be a Xebra out on a test drive, and a Tesla Roadster will pull up next to it. That'd be some interesting discussion, the two vehicles contrast in so many ways...
ZAP Xebra's aren't technically NEVs, they're motorcycles. They have only the most basic safety and illumination requirements (which is why they have the goofy center headlight), but don't have any regulatory speed constraints.
As for the ZAP-X, it's specifications are impossible. It'll never be built by anyone. You'll note that ZAP has done exactly nothing toward building the ZAP-X since it was originally announced. I suspect, though, that the promise of "the most advanced electric vehicle" is how they're still able to attract new dealers.
