We measure electricity use at home in Burlingame with a monitoring system
(for a couple years now) and it notices high and low
voltage reached (among other things).
Today low 231 high 292 V.
Month to date low 219 high 653 V.
I was initially shocked by the voltage range, but I've gotten used to it.
The computers and big TV are each on UPS.
The powerwall would not help us (in my estimation). Not considering it at present.
On a sunny day we generate up to 40 KwH with solar panels.
