Do Tesla cars have an Emergency Response System? If not, why not and shouldn't they and how do we suggest it to them?

Kind sorta maybe. It's a system that notifies emergency systems (911), if there's an accident, especially if driver is seriously injured and unconscious. It alerts automatically and does not have to be manually activated.

So something like the OnStar system where it's supposed to detect an airbag deployment, then an operator attempts to contact the driver via the built-in cellular system in the car and ask them if they need assistance?

What if the driver does not have a phone, then what?
