What are "electric plates" I've not heard of these before. My fantasy is, they allow you to use the HOV lane... but I'm guessing that's not it... (too bad).
They are reserved for electric vehicles only. You get nothing special other than a reduced registration fee ($38.00/2y??) and some exclusivity.

Spied 150 EL driving north on La Salle on Friday. Plates were slapped onto a white Model 3; wonder what they were transferred from?
The IL SOS website actually provides an EL plate count. It’s even broken down to each county and even zip code. I found it quite interesting! As of October, there were 18048 EV registrations in Illinois. https://www.cyberdriveillinois.com/departments/vehicles/statistics/electric/electric101519.pdf
It's great that they are roughly sequential. You get a peak into when someone joined the club. My kids call them the "ELon" plates.
Total count from the cyberdrive site says TOTAL COUNT 26222 as of January 2021. So that leaves a few thousand at least that have left the state or been let go. Also I see at least a few EV's each week with regular or vanity plates on them still.
Re: Illinois. Let's see now... 26,222 EV's x $100 extra registration fees per year = $2,622,222 additional revenue for roads (or to whatever). That will totally save's the state's *ss when it comes to gasoline tax revenue loss. Taxing us more is just BS IMO.
