Yes, it is. I've seen them. In fact, in the early days, I asked other EV drivers with non-EL plates if they knew about it. Some that had vanity did, those that had regular said their dealer didn't say anything about it.
 
The organization at HP seems to be really poor lately. Not blaming the employees completely as they are obviously way under-staffed/very very busy. It's weird them messing this up though as it's an old service center that has been doing EL plates for awhile now.

Same thing, although, HP told me they had just changed the process as they had more capability in 2019 (not sure what that meant). And since it seemed weird (i took delivery on Feb. 8th) they would ask around. No one really knew, but they transferred my trade-in plates to the car on the day of delivery, and told me to go to the DMV and get the EL plates and they would refund me the money I paid through the web for plates. WTH?
 
Hi! I got regular plates in the mail today instead of EL plates. I have a feeling HP screwed up and is now asking me to go to the DMV to get EL plates. Anyone have the same experience?

The same thing happened to me. Took delivery in January from the Gold Coast store. My delivery specialist originally told me I'd be getting EL plates, but a few weeks later she said there was a "new standard from the Secretary of State's office" and they no longer can give me EL plates, so I got regular plates and was supposed to go to the DMV myself and apply for an EL plate.

But of course I can't just go to the DMV to get them, it's a mail order thing it seems. So ... still waiting ...

It looks like the $35 for 2 year registration fee for EVs will be gone soon. Better get your plate while you can.

Senate bill would raise state gas tax by 19 cents per gallon to fund road and bridge repairs

Sandoval’s bill would increase the passenger vehicle registration fee to $148 from $98, and the electric vehicle fee to $148 from $17.50. Most driver’s license fees would increase to $60 from $30, while truck registration fees would rise by $100.

I got the instructions from here:

Electric Vehicle License Plates

I mailed in my Affirmation for Electric Vehicle which I printed and filled out, the VSD 190 which I got from my delivery specialist, a tax receipt which my delivery specialist also sent me that proves I paid sales tax on my car, and a check for $35. I got a letter back after a few weeks asking for $47 instead, not sure why but I went ahead and sent them a new check.

I got my plates about 3 weeks after that.

Thanks Kayleia for the details, I also found some more details calling dmv and talking to the dealer rep. As you had mentioned, the IL-SoS have got more greedy for multiple fees so they changed the policy to first issue regular passenger plates for the electric vehicles too and then the owner needs to apply for a change to get the EL plates and pay fees as per the Electric Vehicle License Plates

$29 replacement fee + December 15 thru June 14 of the second year - $18 registration fee
= $47

With this the current registration which is valid till Mar/31/2020 (assuming one got the first passenger plates on Mar/2019) it will be changed to EL plates which will be valid until Dec/31/2019), and need to pay $35 in Dec to extend for next 2 years provided the senate bill eCharcoal mentioned above does not pass senate or gets vetoed by our great Governor.

I think the days of getting a "discount" on the "EL" plates versus the normal plates are numbered. Given the discussions on raising the motor fuel tax, the thieves running the state, will not overlook another potential source of $.
