That's pretty much it. A conspiracy theorist might suggest that The Establishment is lobbying the FAA/DOT to layer in regulations that slow SpaceX's roll...but I'd never do that.
Reading this FAA document "Space Flight Participants" are perhaps agreeing to the wild west era of riding into the blue yonder. Something to consider as we watch the mini sub-orbital space tourism race play out later this year between VG and BO. Here's a sample from page 19. Yesterday the FAA issued new "Streamlined Launch and Reentry Licensing Requirements Final Rule (PDF) for commercial space transportation launches and reentries." The link below is the official FAA press release, offering a brief summation. The PDF document is a hefty 785 pages, but it apparently consolidates several large documents. This revision should cut down on some government red tape. SpaceX, Virgin, and BO will all certainly benefit. Perhaps the most significant rule change is the first bullet point published in the release.
