Fan noise at startup: HEPA?

Has anyone noticed a fairly loud fan noise when the car first resumes from sleep? It seems to originate from the dash, which makes me suspect the HEPA air filter. It occurs while parked, so I doubt it's the motor. The noise is rather loud, and somewhat ruins the tranquility of an electric car. Is this normal, or something service should look at? I already have a long list of service items so I hesitate to pile this one on at my initial visit.

I don't know if this is the same issue but there was a thread a bit ago talking about loud fan noise when running the AC.

Very loud fan noise from frunk area with AC on...

In my case the AC is not on, but thanks for the pointer to this thread.

There is a fan in the bottom front grill area. I assume it is to maintain battery temperature. I turns on with car off while charging.
