Federal Budget in Canada - new EV credit - but Tesla's won't qualify

This just came out in today's budget
To encourage more Canadians to buy zero-emission vehicles, Budget 2019
proposes to provide $300 million over three years, starting in 2019–20, to Transport
Canada to introduce a new federal purchase incentive of up to $5,000 for
electric battery or hydrogen fuel cell vehicles with a manufacturer’s suggested
retail price of less than $45,000. Program details to follow.


But Tesla's start at $47,600 CDN in Canada. A coincidence that they just miss qualify? Or hard lobbying by the other manufacturers and/or dealer networks???
 
Is there a link to a more recent conversation on the Canadian Federal EV programs that anyone can share? My specific question is that I notice Transport Canada's accepted list only of EV's/Hybrids only includes Model 3 (unless I'm missing something)? I'm curious if the X or Y will ever make this list?
