Yesterday the president's announcement of drilling offshore made the headlines. What did not was the more sneaky announcement that the Federal government is going to adopt California CARB guidelines.

It's a huge deal.

Not much press yet.

The decision is a setback for the auto industry, which had lobbied to use sales of "zero emission vehicles" to offset sales of larger vehicles that emit more carbon dioxide under the Obama administration's complex new system of mileage and carbon-dioxide scoring. The more "zeroes" the car makers could use in averaging their fleet fuel-efficiency scores, the better for auto makers.
 
U.S. moves to curb emissions from new vehicles

Automakers that beat their emission targets will be able to trade credits with companies that have trouble meeting the new standards. That could be a boon to Palo Alto's Tesla Motors, which makes electric sports cars.

"Our expectation is that yes, we will generate credits, and we can trade those credits with other manufacturers to meet their compliance requirements," said Diarmuid O'Connell, Tesla's vice president of business development.

Electric vehicles are frequently advertised as zero emissions, but “we all know that that’s not entirely true, because when you plug in, there’s some emissions from the source." Currently in the U.S., that source is often burning coal, and that means greenhouse gas emissions.
According to the EPA’s calculations, for a midsize car, electricity’s upstream emissions are about three times higher than gasoline’s upstream emissions.
