Fees eliminated or not? A confusing message from a local Tesla dealer

Here in California it's like $1170 for the fees that they tack on to purchase the Model S. But the website now says they are "INCLUDED". And so I asked someone at the Tesla store locally and they said those fees "are now included in the price they show you on the website." But then she followed that by saying that if you buy the car you will find separate line items for the $1170 fees. So I said, okay is Tesla including them or not? And she says "continue assuming they are paid separately" but then she said maybe I would be "pleasantly surprised."

So what is up this these fees?

Anyone else getting a less confusing answer?
 
$1,170 is the "destination and regulatory doc fee" but this is not specific to California. In California, you'll also be paying sales tax and VLF on top of that. But to answer your question, the price on the web site includes the $1,170. I don't see what's confusing about that part of it.
