Form 8936 for tax credit

Why does form 8936 say maximum credit of $2500 on line 17? I haven’t worked through the whole form because it is confusing (the Tesla has at least 4 wheels so where are the instructions it is referring to for line 4?)

To make loopholes for the very rich? To keep HR Block in business? Why do we have to tell the IRS about the information on our W2s when it is reported to them already?

Edit: never mind. Can’t read. That’s only for two wheel vehicles.

I thought the same thing when I first saw this POS form and then saw it was the base plus the battery size from when EVs were golf carts.
