Front bumper damaged

I was driving on the freeway and something came flying out of nowhere and hit the front bumper. It cracked the bumper,chipped some paint and broke the driver side fog light.
My question is, who do I contact first? Tesla SC or my insurance?

To repaint my bumper, a body shop is charging $1200 (pearl white). Came with a blem from the factory and they had put touch up on it.

So if you hit something that is in motion, such as a tire tread kicked up from a truck or a moving animal, you are covered under comprehensive which usually has a lower deductible than collision. If you hit something stationary, such as that same tire tread, but it is not moving, then it is covered under collision since you are supposed to avoid non moving objects. So be sure you mention 'in motion', etc. to your insurance company if that's what happened.
