While it may make the car less safer to drive, if you've only purchased EAP, AP2.x will be restricted to using only 4 of the 8 cameras.

When they're talking about activating FSD features - it must mean they'll start using the extra 4 cameras. And while those cameras are in all cars and operating (reporting back to Tesla status for their fleet learning program), if Tesla releases software using the extra cameras, you will only be able to use that feature if you've purchase FSD.

For those owners who decided to wait before purchasing FSD (and willing to pay $1,000 more than ordering it with the car), this will be the first opportunity to revisit that decision, and if the new FSD feature(s) start providing more value - perhaps pull the trigger on activating FSD.
 
do I need to have the 3000 upgrade or will this work with the 5 k auto pilot I have?

August for the FSD software starting to be enabled you'd need the $3000/$4000 upgrade (it costs more after the fact than it does before you get the car).

Between now and August and continuing after that there will still be major improvements to the autopilot you have already paid for.

No reason to pay the $4,000 to upgrade to FSD until you see people showing off new features on here and on youtube and such that you can't live without.

It means that some features of FSD -- but not nearly all -- will be turned on soon. If you did not buy FSD, you will not get these features. Tesla/Musk has not disclosed what features he is talking about, but it could be automatic lane selection, cloverleaf navigation, merging features, etc.
