The international market is more than just Europe and Asia.

Ford sells full-size trucks in most of Central & South America so Tesla might be able to sell the full-size Cybertruck in these areas. No or few modifications.

I would strongly suspect that SuperChargers & ServiceCenter Sales Stores for Demo rides) would all be of concern.
Right now, you personally can buy and then ship to most anywhere - if you are willing to put up with NO SuperChargers/Service Centers/Sales offices. How does Dubai work ???
