Getting lower Voltage on a 14-50 outlet

Just got our model Y and are doing our first longer charge at home, the rest have been top-ups so wasn't watching close.

We have a 220v 14-50 outlet that was already installed when we moved in a year ago into our rental house in CA. It was new construction, so was never used until this week. Using the mobile charger and Tesla adapter.

Am getting 32amp but only 117v so charging slower. Am assuming that this is the outlet and was probably wired incorrectly. Was going to talk to the landlord but wanted to make sure there wasn't anything else I should check first (plus he is out of town for a few days anyways).

Any knowledge appreciated!
