As for Berlin fine, it'll be peanuts, easy to pay. Bigger issue might be that they can't use tanks officially until permitted.

A lot less than VW/BMW & others are going to be paying for a 'failed' attempt at running a cartel

Tesla has awarded FlexQube a material handling cart project worth 1 MEUR for the new Gigafactory in Berlin. Deliveries will start in the third quarter of 2021.
