It is irony, but when you consider the massive fixed costs these ICE companies shoulder to raise a compliance car program, I can understand the inequity.

In any case, the money that Tesla receives for sell of ZEV credits is market based, so if anyone is to blame it is CARB for setting the compliance threshold low.

Elon has said in the past that ZEV credit sales are "immaterial" to the company's bottom line....even though they were the SOLE reason Tesla turned a profit last quarter. So he really shouldn't be complaining that Tesla only gets "pennies on the dollar", because why complain about something that he himself has stated has no bearing on the company's fiscal books?

Compare Tesla's gross earnings last quarter to the earnings they received from ZEV credit sales. You'll find the ZEV sales >>> reported earnings. Doing simple math, Tesla would have recorded another loss if not for the ZEV credit sales.
