BTW, GM announced the formation of the task force to study Tesla back in July.

And after a mere 8 months of that committee forming, they conclude that Tesla's model is worth studying and consider that "changes made within GM, over time."

Translation : "We can't antagonize the dealers. The dealership model is pulling us down. We don't know what to do. We are SCREWED"

That does not sound very convincing. The guy is essentially saying, we will look to change everything with the exception of everything.
