I thought Serial-Hybrids (REEVs) were supposed to cost less than full BEVs...

Full quote from the article. . .

The hybrid cars would be more expensive than all-electric vehicles, but GM believed they would be more popular with consumers as they could drive further without worrying about the battery running flat.

They're comparing a PHEV against a short-ranged "city car" BEV, not against a full-performance BEV like the Model S.

Remember that the conventional wisdom in the industry says BEVs are itty-bitty, short-range, low-performance vehicles . . . like the Smart EV, the Think City, the Mitsubishi MiEV.
