My local DMV said to go through the appointment holder line and proceed to the plate pick up window. In Sac, they have a separate line (no number assigned). I arrived before the location opened, was 2nd in line and out in 15 minutes. A huge improvement over the last time where I spent FIVE HOURS waiting to register a trailer.
