Grill color means what?

Can anyone inform me as to what the lower air intake grill color has to do with options or car configuration? I think the PUP gets Chromed intake stiles, and Non-PUP is just Black? My picture for ref of black and chrome is below/attached, and both are 17s,

Back in 2013, black instead of chrome meant there was no Tech package (few cars were sold without it). But somewhere around 2014 the tech package became standard, so I am not sure what it means on a 2017.
 
Chrome = Fogs and the LED pipe line (This is where the cornering light is on older non-refresh car's, refresh cars have it also but it's also included in the headlights)
Non Chrome = No Fogs and No LED Pipe line, just the orange reflector that lights up at night. Im pretty sure it became standard in late 2017 or early 2018 (someone correct me on this if im wrong)
This car doesn't have fogs and the black grills
