I think that this has been guided by the plenary but it is not yet policy. It doesn't mean it won't happen or that it won't get acted on quickly once it does become policy but it is not quite there yet.
My parents (Chinese) told me that Tesla is going to fail in China because they refuse to make superchargers in China compliant with standard DC fast chargers. Anyone read or hear anything about that?
Not sure I understand your comment. Superchargers are Tesla's proprietary network, currently for Telsa only (unless/until they cut a deal to share the network) so how would that affect whether the fortunes of Tesla in China. This also does not mean that Tesla could not use the Chinese DC charging network that has been heralded recently (but not made policy or started building yet!). Whether it turns out to be built on the GBT standard or another, it will mean that Tesla will have to offer a way for the car to give the appropriate software handshake and a suitable connector.
