There is no preexisting panel that could be made transparent to mount behind. If there were, it would get scratched up. B pillar also lacks washer.compared to:

Seems exterior. My guess is signals person to add functionality to the Phoenix radar.

You'd think they'd have hired that guy at least a year ago or more, since they'd already been planning to use the radar at least that far back, and have been actively putting it in at least S/X for a good while now.
Many possibilities
They could have had a radar person that left. They could be growing the number of systems using radar. They could need more bespoke algorithms than the silicon vendors provide.
Earnings call; finishing HW5 design now. Hoping to leverage compute capacity when car is stationary.

HW5 will be in cars by end 2025. HW4/5 Will be used as distributed inference computing.
