Speculation is that the extra "redundant" processor present in HW 2.5 is doing the encoding/recording. The single processor in the AP2 board is not powerful enough to do that while also performing all of the necessary functions while the vehicle is moving.
What @ucmndd said, adding only that according to Musk the upcoming "360° Sentry Mode" dashcam will work on all >=HW2.0 models to guard when parked, i.e. the weaker 2.0 processor can safely be dedicated to this one major task.

Pretty sure from the Tweet context it's the former, and he has IIRC used the same notation before to mean AP2 and above. But yeah, I suppose there is no guarantee, though we should find out soon enough.
I see no reason why it shouldn't handle it. I just hope there's a bunch of settings for it, so even a nudge setting of the tilt sensor will record the prior 10-20 secs etc.
