The caliper comes loose and moves out and runs against the wheel. I don't think it would hit the valve stem so I have to assume that it wears through the wheel itself. (I have no idea how someone could ignore that noise for that long.)
I saw screen shots of an email about this people received from Tesla before this was published by NHTSA, so I assume the ~6,000 potentially impacted people have already been notified.

In theory it shouldn't be any worse than getting a flat from anything else, like hitting a pothole or some road debris. The brakes should still function. (The caliper can't come out far enough to fall off the car.)
