A'-Lo-HA ! y'all
Read the HI statute. There's no provision for enforcement. Talk to your legislative representatives to find out why there's no enforcement.

Maybe and maybe not. Again, maybe you should talk to them and find out why they didn't add enforcement.Exactly! Without an enforcement provision, these new legislative proposals are nothing more than window dressing designed only to score brownie points for our legislators.
One of the first owners in Hawaii fixed his own car! He's not in Seattle now.
This man was so fed up trying to get his Tesla fixed that he ended up doing it himself
That almost 1% of all passenger vehicles figure really isn't that interesting and is a bad way to look at current trends because it includes like 50 years of cars when no EVs were being sold. Better to look at just the yearly changes. If all passenger vehicles grew by 10,678 over the last year, but EVs made up 2,202 of those, then EVs make up ~20% of new car purchases/registrations over the past year. Which, as opposed to the 1% figure, shows they are quite a significant portion of the market. The EVs still represent less than 1% of the more than one million registered passenger vehicles in the state, which in July was tallied at 1,080,151. The number of passenger vehicles in July grew by 10,678 from the same month last year.
I think it's amazing/hilarious/sad that the HADA paints this as negative.
I read this and think Tesla is winning and the dealers are scared cause the market demand is shifting to EVs, Tesla is the only EV that everyone wants to get, and they can't do anything about it.
Case in point from the HADA website (HADADATA — HADA)
The detailed data on the last page is even more interesting. Tesla had 863 new vehicle registrations in 2018 vs. 364 in 2017, +137%. Volvo had 170 vs. 89, +91%, followed by Subaru's 53 vs. 33, 61%. All of the other major brands had declines.
Perhaps now they'll let Tesla have a booth at FHB auto show in February.
This is good. We've come a long way. But its also a bad thing. Those of us that have appreciated the EV perks have enjoyed them. But with the more EV's take hold, the less the legislature is inclined to continue those same perks or new perks. So enjoy the fruit or our EV perks while you can because they will disappear. And for those folks that were recent to getting an EV and missed the beginning, -- Sorry.
