I seriously doubt tandem runs would happen...they'd need to expand the wingspan considerably as well as carry much more fuel and double the number of engines to accommodate the added weight.. That would change the dynamics and engineering significantly. Also every movement of every limb affects the aerodynamics of flight, even moving their fingers, etc. you couldn't have a rider strapped along for the ride who wouldn't know how to fly these devices..and the pilot can't predict what the pax would do.
