How do you tighten the plastic steering column 'shroud'?

I've noticed a few ticks and noises that I believe are coming from the plastic steering wheel shroud that covers the steering column. It seems to be 2 pieces with a very thin seam near the steering wheel itself.

I don't recall hearing this noise before, but when I hold that shroud, it does seem to have some excessive play in it.

Is there any way to tighten this down or do I simply put some padding at the point where the steering column enters underneath the instrument panel?
 
Not sure if it will help but one of my annoying little rattles was coming from the silver ring on the Drive Mode selector on the right side of the steering wheel. I was incredulous that was the source of it, but I put a tiny piece of tape on the back side over the silver ring and no rattle anymore. YMMV.
