The keyed neutral pin is removed, this is for the ability to provide 120v to RVs, not needed in charging. Not many folks realize the NEMA 14-xx is designed for 120 or 240 volt operation. Since this neutral is removed only the two hots and ground remain and can be plugged into a 14-30, 14-50 or 14-60 receptacle. So now I can plug into a modern dryer outlet or the mythical 14-60 using my extension cord.
