Yes, but the taxes and registration fees paid on an EV are more than a gas car, because of the battery cost increasing the overall cost of the car. Essentially, EV owners pay the same amount in taxes, just up front on the battery, versus later in time with gas.

CA actually charges a surcharge specifically for EV’s at the time of registration/renewal. On top of the higher cost and related higher registration fees.

So Tesla creating larger batteries that give you more range and thus charging you more money is a tax? Tesla takes this increased revenue and pays for road repair? Not sure where you are going with this but higher registration fees aren’t strictly based on vehicle price. A SR+ Model 3 buyer pays less taxes than a $100k luxury sedan buyer does but given the same driving habits does the same amount of road damage.
 
Perhaps this is referring to the increase in sales tax?

If the cost of the Tesla is 20K more than an ICE due to the cost of its battery, then the buyer pays the additional sales tax on that battery. So in some ways his "fuel" is taxed up front rather than at the pump. Also, is there tax on electricity?

I grimace every time this thread pops to the top. Seven months later, the tax credit is still "just around the corner" and those who waited on the sidelines have seen Model Y price increases offset any potential tax credits and EDDs go from weeks to months. If it doesn't pass, those poor folks will be breaking even at best and waiting for an extra year or more relative to ordering when this thread started.
