You’ve hit on it. Regenerative braking is limited when the battery can’t take a charge (either because it’s close to full or too cold in the winter.). Once the battery draws down a bit the regenerative braking will be available again.

Trust me, it is working. If it had failed completely, it feels like you are driving a lead sled. Almost as if the accelerator was stuck. The setup for regenerative braking is under the driving tab in settings. BTW, all this information is available in the owners manual, PDF version as well as embedded version in the car.
100% charge reduces regen to near zero. Be very careful if you are driving at or near 100%. It will return to normal in a few miles (unless it is very cold).
