This dog is almost done charging...
The cat family has a reflective tapedeum layer behind the retina. If an incoming quantum of light isn't absorbed by a photoreceptor, it gets a second chance on the way back out. Without this reflective layer, all you get is red eye from the illuminated blood vessel tree.
