Just mount a hot air gun under the bumper cover blowing around where the radar gun is... I would think that would heat the bumper cover enough to melt the snow...

Not enough power/too inefficient. Thinking about this, closest thing to a 12V infrared lamp would be an aftermarket halogen light ~55W. Just stick it behind the bumper and point at the radar exit area. Will heat it.

I'd be worried about melting the plastic when it wasn't snowing.

You would need a thermocouple. Nothing you couldn't do in an hour with a raspberry pi.
