If you buy a new baseline Model 3 or Y, does it come with HW3, or do you need FSD option to go from HW2.5 to HW3?

From what I understand, all Tesla vehicles since May 2019 (about 1.5 years ago) have HW3. From a cost and manufacturing process, the fewer variations in hardware the better. Tesla HW3: Everything You Need To Know

They actually shipped cars with HW2.5 for at least several months after May 2019 (see threads below). I don't know if they are still doing that.

Looks like there's no HW2.5 for Model Y ... though it does say AP3.1 ... ie, HW3.1, yes?

There was a lawsuit in China because 6+ months after HW3 started shipping, some cars still had HW2.5 because of a parts shortage. Tesla later changed the order description page eliminating mention of self driving computer.
You can check for it in the service info menu on the screen . It will say 2.5 or "Full Self Driving Computer" for HW3.
I recall seeing some tweets that suggested the board was slightly redesigned for the Model Y, so it's possible the .1 refers to these design changes
