Tesla has their own, proprietary battery technology, but has to compete with government funded technology made available to GM, Ford and others.

It's not much of a competition so far, since all the other companies are working with batteries of much less energy density. That's why Tesla has a 200+ mile car and the others all have 100+ mile cars.

Yes, but all the packs still cost too much...

We shall see what Tesla runs into (in terms of pre-existing patents) that were taxpayer funded research projects supposedly meant to push the industry forward, not lock it down.

PNGV, FreedomCar, etc., are meant to advance the state of the art and drive down costs, but they tend to permit the participants to amass patents and keep anyone else from trying to compete.
