My guess is that by then there will so many EVs in California they will discontinue the program or the stickers will be useless anyway.

The decals issued after 2019 only last 3 years plus a partial year. The link provides the answer on the eventual closing date:

"All decals expire on September 30, 2025"

After that, it will depend on who is making the decisions in Sacramento.
