New law to tackle electric cars’ silent menace to pedestrians

"From July next year [i.e. 2019], all new electric and hybrid models seeking approval in Europe will have to emit a noise when travelling at low speeds. Existing vehicles are expected gradually to be retrofitted with devices."

Hmmm ... I thought retrofit had been mandated ...

It's never going to be a retrofit to existing cars actually on the road today, only new cars of the same model produced after the deadline. So quite misleading reports. Now if Tesla can implement a retrofit via software (presuming the hardware is already in place on existing cars) then they may well do that, but they don't have to comply. Obviously cars produced after July 19 will all have to comply.
