This is a new one for me. Strange round chunks missing, highly reflective underneath. I don't have a lot of experience with black wheels, anyone seen this before?

From the others who have posted curbed damage pics to their Induction rims it does appear that they have multiple coats of paint on them...four or more. As @pt19713 said circular chips of paint.
$150 to have a local company repair it. There may even be a mobile wheel repair in your area so they come to you.

Hate to see this happen. The OEM wheels seem to be powder coated for durability rather than being painted. For proper repair, they will need to be blasted to bare metal and powder coated with the matching color. Seeing how Tesla doesn't make the color code known to the common folks, you will need to do all 4 wheels for a perfectly matching set.
