Is Tesla Service Bulletin 1816010 Proactive?

I remember back when the Model S battery contactors we’re going bad, Tesla arranged service appointments to proactively replace them.

I’m wondering if the same is true of the HV wire bond issue? Has Tesla contacted any owners regarding this to schedule HV battery replacement?

I have two Model 3s with May and August 2018 build dates. Based on the dates in the SB my 3s could be affected.
 
So here's a question, somewhat casually related ...

In the TSB, there are two different part revisions for AWD batteries - P/N 1137375-01, revision K and revision J. Revision K's description says "KELVIN", and Revision J says "NONKLVN"...

Anyone know what KELVIN is the code name for? Sounds like a project code or some such. Given that it's not a different P/N, just a revision, I'm curious about that!
