I know that during Florida hurricane, Tesla temporarily upgraded the 60 battery to allow drivers to evacuate. Since then, I heard that Tesla would upgrade the 60 because they no longer make that and know you need a bigger battery for long trips. Has anyone heard anything about that?

The hurricane evacuation upgrade was, as you noted, temporary. Owners of limited 60 packs have always have the option to upgrade — it's a $2000 fee. Tesla is not doing it for free.
